There are two reasons:
1. It takes time during startup (booting from a floppy disk is already very slow, and then adding this!!!!)
2. It takes up floppy disk space (a floppy disk!! every KB is precious~~)
The other reasons have already been mentioned by others, so I won't repeat them.
