I think you’re overcomplicating it. Time can completely be handled like this:
SET a=123456789012345678901234567890
set time=%a~1,2%:%a~11,2%
and so on!

Windows itself already has the functions you want.
The time definitions and time policies are quite complete; it’s just that on PC operating systems these are all disabled by default.
For example, in Local Policy you can lock the time calibration owner, lock the time server, boot-time synchronization and so on. If used in an integrated environment, there are even stricter time restriction policies and methods.
