ADSL MODEMs generally have built-in dialing functions. As long as you use it to realize the automatic dialing of the ADSL MODEM, enable the routing function, and configure it in the DOS system to access the Internet through a local area network proxy, that's all.

The main reason is that most modems nowadays are winmodems, which must have software support from Windows. You can't surf the Internet with such modems under Linux either.
