That's impossible. I think at most it's just a DOS interface shell program.

Have you downloaded Chinese 98? It's only 2M. I took a look and it's just a DOS interface. Then I realized it's the author's self - compiled CheatDos98.

This is also possible. He might remove the Song typeface, add small fonts, or use high compression. I made a 35M one with 98lite. I can't bear to delete more. Although reducing it by another 5 - 6M is also possible, but then many things would be gone. I still have the font library like Song typeface here. If the Song typeface is deleted, it can also be made to about 22M. As for 10M, I haven't even thought about it. Let's look forward to the experts.
