WIN3.2 is very stable. If you have used GEOWORKS 2.0 (PC GEOS 2), you will know that that is really unstable.

Actually, Windows 1.01 can not only run on DOS 5.x, 6.x, but even runs normally under Windows 9x and NTVDM. The key is to use a small program like dosver. It doesn't support Fat32 and NTFS on the surface, but actually it relies on DOS/NTVDM to access the disk, so if it runs under Windows 9x or NTVDM, it can access these partitions. But there is a small problem: a FAT32 partition has about 5.8GB remaining. When running Win1.01 under Win98SE, it shows 2096832K of remaining space, but when running under NTVDM of WinXP SP1, it shows 735711K. I just don't know the reason.

ntvdm emulates MS-DOS 5.0, and its compatibility with FAT32 is not very good (MS-DOS 5.0 does not support FAT32). Windows 98 is MS-DOS 7.1, which of course supports FAT32.

I estimate that for the NT system, FAT32 came after NTFS. NTFS has been available since WinNT 3.1, and since then, NTVDM has supported NTFS. While FAT32 came later and started being supported only from Windows 2000.

Therefore, NTVDM has better support for NTFS than for FAT32. The other day I also saw that there is a bug in the format for FAT32 in 2K/XP/2K3.

I guess that the virtual DOS in the NT system's CMD/NTVDM borrowed a lot of code from MS-DOS 5.0, and the support for FAT32 did not use code from MS-DOS 7.1, so there are some bugs. And the support for NTFS by NTVDM is written separately because no DOS supports NTFS.
