It should be 4GB. 2GB is the file size limit (also the partition size limit) of FAT16.

I'm completely confused. NTFS has no restrictions.
And the FAT format is restricted by the size of the file allocation table. (Because long - filename files must contain a short filename, and the size of the file allocation table occupied by each long filename is different) So there are restrictions on the number of files.
FAT12/16/32
You can try copying data to the root directory of a floppy disk and see how much you can copy. Because it uses the FAT12 format, and its file allocation table cannot be expanded, so the number of files it can contain must be limited.

Supporting long file names doesn't mean you can misuse them randomly. Take a look at the picture in floor 6. Naming files or directories like that is just asking for trouble

The file names and directory names are longer than the files themselves, what a mess
