The EMU series is Creative's wavetable synthesizer, which should be unrelated to sound effects. The PCM decoder should be done by a dedicated DSP.
The EMUxxxx itself is an audio processing chip, which includes its wavetable synthesizer and PCM decoder, so both music and sound effects rely on it.
