Now the machine is all installed with WinXP, and it's not likely to delete it and reinstall Win31. It would be great if it could be made into a bootable CD and run directly from the CD.

This is very simple. Create a fixed-capacity virtual hard disk with VPC, then install DOS + Win3.2 in the virtual machine. After installation, restart the real machine, and use the grub command map --mem to start this VHD file in the real machine.
This Win 3.2 is a fully memory-running Win 3.2. If you want to modify this VHD, you can modify it in the virtual machine again.

What can this thing be used for now? The functionality might not even be as good as DOS? This is an antique from 10 years ago.
