Believe me, using the two software DOSBox or VDMSound can definitely replay classic DOS games, but it is recommended to use the latest versions, and use them under Windows XP. This is a classic conclusion I came to after researching online for half a month!

Then it's possible that your conventional memory (LARGEST AVAILABLE CONVENTIONAL MEMORY) is low. Remove some drivers, then use the MEM command to check. Three Kingdoms seems to require that the conventional memory be above 600KB.

Use MEM to see what drivers there are. Then remove the ones you don't want in the config.sys file. Or you can just use the super boot disk of the moderator.
