What are you trying to do this for?
Make the computer not enter WINDOWS and go directly into DOS? If so, that can be done. You just need to modify CONFIG.SYS and AUTOEXEC.BAT on a Win98 boot disk.

You can just make a CONFIG.SYS yourself. It only needs those four options above, then in AUTOEXEC.BAT use the %CONFIG% variable for testing so the corresponding actions can be carried out.

Then what error message do you see when loading the CD-ROM drive? Are the VIDE-CDD.SYS and MSCDEX.EXE files both present?

It seems the problem is with loading VIDE-CDD.SYS. Please make sure the path to the file specified by the DEVICE command is correct (for example C:\DOS\VIDE-CDD.SYS), and that the file is not damaged.

Is it ROMDOS? I tried it under ROMDOS7, and after VIDE-CDD was loaded, the CDROM name was no longer the one I specified, but changed to VIDE-CD$. You have to use mscdex /d:vide-cd$ for it to drive the CDROM properly.

Teacher Mo, no way. I tried it under ROM-DOS, and the CDROM name for VIDE-CDD.SYS was still the one I specified. I used /D:CDROM1, and there has never been any problem.

Ha, because your new ROMDOS disk doesn't have SYS. I used NU's DISKTOOL to transfer the system's three core files to the hard disk. At startup VIDE-CDD。SYS finds the CD-ROM drive, but MSCDEX can't find the driver no matter what. I checked with MI and found the string VIDE-CD$, and when I used that as the CD-ROM name, MSCDEX was able to drive the CD-ROM.
Also, I used SPFDISK to make the multi-boot setup, not sure whether that has any effect.
