Why modify it? Use the ready-made modified one (see attachment).
There is a ready-made IO.SYS in the attachment, which may be the work of Wengier.

The IO.SYS in the MSDOS7.10 installation disk and the super universal MSDOS 7.10 boot disk provided by this site are all modified versions. You can download and try them.

How to view the io.sys, msdos.sys, command.sys files. There are all binary codes inside. Many are garbled.
