一、復台端未具日期（本會收文日期96年4月4日）檢舉函。
二、按公平交易法所規範之範圍概分為兩大部分，一為規範事業之獨（寡）占、結合及聯合行為，另為對事業間之不公平競爭行為加以規範，藉以達成維護交易秩序與
消費者利益，確保公平競爭，促進經濟之安定與繁榮之立法目的。
三、關於台端檢舉微軟 MSN 男女交友婚姻網（tw.match.com）漏開發票乙事，經本會研析，事屬稅務課徵問題，係屬稅務機關權責範圍，與公平交易法所規範之事業競爭
行為並無相關，仍應由該網站登記地稅務機關主政。

有關信中提到微軟網頁刷卡交易涉及稅務問題，拜讀所附資料，台端已向主管稅務之財政高雄市國稅局檢舉，且該局亦函復台端在案。

六、「英特爾 e 教師計畫」（92年）強制全國中小學使用微軟 Office 2003 文書處理系統，違反公平交易原則【國中小學不能安裝免費 Linux 及 OpenOffice 作業系統】
，負責機構為 國立臺灣師範大學 資訊教育學系。此等行為是【上樑不正下樑歪】，國外商業機構怎麼可以干擾國內教育內政？光是全國中小學要負擔微軟權利金要耗費
多少人民血汗納稅金？苛政猛於虎啊！
七、借用【台灣】和【中國】英文縮寫「TW」及「CN」設立刷卡消費網站，騙取華人信用卡帳號以便向銀行請款，自古至今還未見過，真是可惡至極！
註：列出公文證明微軟在台灣所犯下的滔天大罪，您不可不知情，若國外私人企業營收大於國庫，那麼台灣由微軟比爾統治就好了，這還需要國稅局嗎？

Subject: Regarding your letter reporting that Microsoft MSN men and women dating and marriage website (TW.Match.com) failed to issue invoices. Please note.
Explanation:
1. Reply to your undated (date of receipt by this commission is April 4, Republic of China) report letter.
2. The scope regulated by the Fair Trade Law is generally divided into two parts. One is to regulate the monopoly, combination, and joint behavior of enterprises, and the other is to regulate unfair competition behavior between enterprises, so as to achieve the legislative purpose of maintaining transaction order and consumer interests, ensuring fair competition, and promoting economic stability and prosperity.
3. Regarding the matter of you reporting that Microsoft MSN men and women dating and marriage website (TW.Match.com) failed to issue invoices. After analysis by this commission, this matter belongs to the tax levy issue, which is within the jurisdiction of the tax authority. It has no relation to the competition behavior of enterprises regulated by the Fair Trade Law. It should still be handled by the tax authority where the website is registered.

Received your letter.
Regarding the tax issue involved in the credit card transaction on the Microsoft webpage mentioned in the letter. After reading the attached materials, you have reported to the Kaohsiung City Tax Bureau, Ministry of Finance, which is the competent tax authority, and the bureau has also replied to you.
If you think the website is an improper website, it is suggested to report to the Criminal Investigation Bureau, Investigation Team 9, Criminal Website

V. Report from Kaohsiung City Cybercrime Task Force
Due to the fact that the target criminal cannot make a statement, it has caused great trouble to the police authorities.
VI. "Intel e-Teacher Program" (1993) forced all primary and secondary schools in the country to use Microsoft Office 2003 word processing system, which violates the principle of fair competition . The responsible institution is the Department of Information Education, National Taiwan Normal University. Such behavior is "the upper beam is not straight and the lower beam will go awry". How can foreign commercial institutions interfere in the internal affairs of domestic education? Just how much taxpayers' hard-earned money will all primary and secondary schools have to bear for Microsoft royalties? Oppressive government is more ferocious than a tiger!
VII. Using the English abbreviations "TW" and "CN" of "Taiwan" and "China" to set up a credit card consumption website to deceive Chinese credit card numbers to apply for payment from banks. It has never been seen before, which is really extremely hateful!
Note: List the documents to prove the heinous crimes committed by Microsoft in Taiwan. You cannot be unaware. If the revenue of foreign private enterprises is greater than that of the national treasury, then Taiwan would be ruled by Bill Gates of Microsoft. Do we still need the tax bureau?
